iPADIS’ ACTIVE PARTICIPATION AT THE 42ND ASSEMBLY OF ICAO

The International Partners for Aviation Development, Innovation and Sustainability (iPADIS) is pleased to have been an active participant in the 42nd Session of the Assembly of the International Civil Aviation Organization (ICAO) in Montreal, Canada from 23 September to 3 October 2025.
iPADIS proposals on critical issues were accepted by the Assembly. iPADIS was especially gratified to advance Working Paper A42-WP/264 on Enhancing Accessibility in Aviation. The paper outlined iPADIS’ three-pillar ‘Accessible Air Travel for All’ strategy consisting of (i) Accessibility Evaluation and Promotion for Air Travel and Tourism (ACCEPT) programme, (ii) Model Policy and Guidance on Accessibility (MPGA) publication and (iii) Technical and Training Support (TTS), and called for standardized training, multi-stakeholder cooperation, and inclusive decision-making. We engaged actively with Member States and regional groups to emphasize that accessibility is both a right and a capacity enabler. The overwhelming support received from the many states and organizations and the adoption of all our recommendations by the Assembly demonstrated a shared commitment to embedding accessibility as a global priority in passenger facilitation. iPADIS is committed to continuing engagement and support to States and industry to identify and remove cultural and operational barriers to the seamless and dignified “door-to-door” air travel experience of persons with disabilities, including a rapidly aging population in many parts of the world.

iPADIS also held useful bilateral meetings with delegations of participating states, regional bodies, the World Bank, aviation universities, and other invited organizations to discuss collaboration on ongoing and planned programmes and projects, as well as partnerships in the development of policies and research activities to advance the interests of aviation users and society. iPADIS especially welcomed the prospect of expanding its activities to the Caribbean region as discussed at the meeting with the CARICOM Secretariat and representatives of nine CARICOM States: Barbados, Belize, Guyana, Haiti, Jamaica, Saint Lucia, Suriname, Saint Vincent and the Grenadines, Trinidad and Tobago.
iPADIS was represented by seven delegates, including Dr. Olumuyiwa Benard Aliu, Mr. Roberto Kobeh, Mr. Raymond Banjamin, Mr. Denis Chagnon, Mr. Adrian Cioranu, Ms. Kamini Balram and Mr. Ricardo Javier Garcia Soruco. iPADIS also used the opportunity to hold a Board Meeting, as a side event, during which our newest members, Mr. Ricardo Javier Garcia Soruco and Ms. Kamini Balram, were welcomed by the Board Directors.
The 42nd ICAO Assembly achieved remarkable outcomes, and iPADIS is delighted to have made meaningful contributions to its success.
